Sembcorp Utilities Pte Ltd, a wholly-owned subsidiary of Singaporean energy, water and marine group Sembcorp Industries Ltd, purchased Biwater's 58.5% shareholding in Cascal NV as part of a voluntary tender offer to all shareholders,[6] which was bitterly opposed by Cascal.[7] AR-Mar.2020 Cascal NV was subsequently delisted from the New York Stock Exchange in August, and fully integrated into Sembcorp. The acquisition brought global municipal water operations in China, Indonesia, Philippines, South Africa, the UK, the Caribbean, Chile and Panama.[8][5]

Cascal BV, a 50%/50% joint venture between Biwater plc/Biwater BV and nv Nuon ENW/NV Nuon Energie-Onderneming voor Gelderland, Friesland en Flevoland, was formed by nv Nuon ENW taking a 50% stake in Biwater's subsidiary, Biwater International, which was then renamed.[11] Cascal was the holding company for water sector investment and management, covering water and waste water privatisation and concession contracts worldwide.
