Cicero Consulting is a communications and market research agency, which specialises in corporate, brand, political and regulatory campaigns across all major business sectors.

Cicero has offices in London, Brussels and Dublin, providing strategic public affairs, policy and communications advice to a wide range of asset managers, mortgage lenders, life offices, insurers, banks, hedge funds, intermediaries, financial trade bodies and private clients.ref Cicero opened a Washington, D.C. office in Oct.2010,ref but there is no mention of it on their website.

Westbourne Communications

Westbourne Communications is a public relations firm, founded in 2010 by James Bethell, 5th Baron Bethell. Bethell was a Conservative Parliamentary candidate in the 2009 election. Bethell was previously a managing director of London nightclub Ministry of SoundWikipedia-W.svg; he was also comms director at Policy Exchange, and a managing partner at Portland Communications.

In Jun.2018, the company was sold to Cicero Consulting.ref

Westbourne's hires have included Metro’s political editor John Higginson as head of comms; Ben Abbotts, former head of public affairs at Lansons, as partner; and account directors Ben Garratt from Labour Friends of Israel and FleishmanHillard's Rebecca Lury. ref

Oddly, the website forwards to the Utah-based Cicero Group; however, there is no mention on either "cicerogroup.com" or "cicero-group.com" of any association between the two companies. Most strange.
