Parliamentary select committees can be appointed from the House of Commons, from the House of Lords, or as a "Joint Committee" drawn from both. Committees may exist as "sessional" committees – ie. be near-permanent – or as "ad-hoc" committees with a specific deadline by which to complete their work, after which they cease to exist, such as the recent Lords Committee on Public Service and Demographic Change.

• The House of Commons Select Committees are generally responsible for overseeing the work of govt departments and agencies.
• House of Lords Committees look at general issues, such as the constitution (considered by the Constitution Committee), or the economy (considered by the Economic Affairs Committee).
• Both Houses have their own committees to review drafts of European Union directives: the European Union Committee in the House of Lords, and the European Scrutiny Committee in the House of Commons.

Election of Chairmen: Select Committee chairs are directly elected by a secret ballot of the whole House of Commons using the Instant-runoff voting system. Candidates with the fewest votes are eliminated and their votes redistributed until one remaining candidate has more than half of valid votes. Elections are held at the beginning of a parliament, or when there is a vacancy.

• Bob Seely, a Conservative MP and expert on Russian warfare, will act as secretary.

• Apr.20.2018: MPs form group to study threats posed by Russia. Senior MPs have formed a group on Russia to ensure that the Commons is covering all threats from Moscow. The chairmen of 6 Commons committees, including Foreign Affairs, Defence, Treasury and the #Joint Committee on the National Security Strategy, are among the new body's members. Tom Tugendhat, chairman of the Foreign Affairs committee, is leading the group, and Bob Seely, a Conservative MP and expert on Russian warfare, will act as secretary. Since 2010, the Treasury committee has taken on new powers, including the right to veto appointments to the independent Office for Budget Responsibility, and has forced the Financial Services Authority to publish a detailed report into its handling of the collapse of Royal Bank of Scotland.
